Harley Davidson Dealership Thefts Lead to Charges Against 3 in Pennsylvania

Pennsylvania and Maryland authorities filed charges after a series of Harley Davidson dealership thefts that investigators say were carried out by members of a motorcycle club across five Pennsylvania counties. , 53, , 48, and , 36, face felony corrupt organizations, organized retail theft and related offenses.

Pennsylvania Attorney General said the charges came after a months-long investigation by his office’s Organized Retail Crime Section. The probe focused on members of the Maryland-based , a chapter of the Wheels of Soul club, and covered alleged crimes between April 2 and July 20, 2025, in Bucks, Dauphin, Lehigh, Monroe and York counties.

Investigators said the group used a repeated scheme in several incidents: one member would walk into a dealership and make a small purchase to distract employees while another took a motorcycle from the lot. In the words of Sunday, “This brazen and violent group made a big mistake coming into the commonwealth to commit crimes,” and “With our law enforcement partners in Maryland, we have built cases that will put a stop to this pattern of lawlessness.”

Among the incidents cited by investigators, Holland and Heist were accused on April 18, 2025, of stealing a 2019 motorcycle belonging to a customer at in Middletown Township. Special agents used security footage, automatic license plate readers and cell phone data to place the defendants in the area at the time of the theft. On June 25, 2025, investigators said a $46,000 motorcycle was stolen from the same dealership, with Heist buying clothing items shortly before Holland fled with the bike as Heist trailed in a getaway vehicle.

The most serious allegation came on July 20, 2025, when Holland allegedly tried to steal a customer’s motorcycle and pointed a handgun at the owner after they intervened at in Manchester Township, York County. Holland then led police on a high-speed chase into Maryland before he was apprehended. The three defendants remained in custody in Maryland and were awaiting extradition to Pennsylvania for arraignment.

The case also echoes a longer history tied to the club investigators say was behind the thefts. The was founded in Philadelphia in the late 1960s, and a 2011 FBI investigation led to racketeering charges against members. For prosecutors, the immediate question is whether this round of charges is enough to end the pattern now, or whether more cases tied to harley davidson dealership thefts will surface from the same network.
